A framework is a tool. A thing for people to follow in order to accomplish a desired outcome.
The utility of a framework is dependent on the novelty of its steps. When the tool opens people up to a new and better way of doing something, friction is removed. If implemented at scale, the system improves for everyone.
Summed up: A framework becomes useful to the masses when you generously share steps that are broadly unknown.
